Starting with the 1996 Fall League the following will apply:
Men and Women will each compete in their own 1997 City Singles Championship. The rules below will apply to both competitions.
A singles competition will be held for both men and women to determine and recognize the best singles player in the Houston Darts Association (HDA) for the year 1997 for each gender. Any HDA member in good standing is eligible to play in the City Singles qualifier.
The HDA will hold 11 qualifiers for both men and women where the top player will advance to the finals along with the reigning 1996 City Singles Champions. Each qualifier will have a finalist (the top player) and an alternate (the runner-up). Once qualified as a finalist, a player is not eligible to play in any other qualifiers for the 1997 City Singles Championship. Alternates may participate in subsequent qualifiers until they become a finalist.
The finals of the 1997 City Singles Championship will be held in October, 1997. The 11 men and women finalists from each qualifier and the reigning 1996 champions will participate for the 1997 Championship. In the event that a finalist can not attend the final tournament, the alternate will be invited.
The City Singles qualifiers will be used in 1997 to establish an HDA team to participate in the Texas State Team Championship (TSTC). The top players and alternates from each qualifier from November 10, 1996 through August 9, 1997, along with the reigning 1996 Champions, will be invited to participate in a round robin for the TSTC team. A round robin playoff will be held the end of August to select the top 7 men and top 4 women to form an HDA team for the TSTC.
Each qualifier will cost $1 per player per qualifier. These funds will go into the TSTC fund to offset some of the team expenses.
The dates of the qualifiers are listed above with the pub locations for both the women and the men. The dates and locations may change if an HDA priority conflict arises. The qualifier match format will be best 2 of 3 legs (501, cricket, diddlerís choice). HDA League Rules and Regulations will govern play of the match. A coin toss will decide who has the option of diddle for the first leg, the loser of the first leg has the option for the second leg, and the loser of the coin toss has the option for the third leg, if necessary.
Registration will be from 12:30 p.m. to 1:00 p.m. with a start time as soon as possible thereafter. A minimum of 4 players is required to hold a qualifier. If the minimum number is not present by 1:00 p.m. on the day of the qualifier, that qualifying position will roll over to the next qualifier, etc., etc. For example, if the November qualifier fails to have the minimum number (4) participants, then the qualifier in December may qualify two finalists and alternates if enough players show up in December.
The qualifiers will be run using the round robin formats below. Each bracket will be filled using the blind draw method. Each match is 2 of 3 legs (501, cricket, diddlerís choice).
4-7 players 1 bracket 8-12 players 2 brackets with top 2 from each moving to final qualifier bracket 13-18 players 3 brackets with top 2 from each moving to final qualifier bracket 19-24 players 4 brackets with top 2 from each moving to final qualifier bracket
In the event of a tie for first place in the final round, another round robin will be played with the tied players. For ties in any position other than the final first place, a 601 game will be thrown to break the tie with each participant diddling for starting order. The ending order of finish in the 601 will determine the place.
The final City Singles Championship in October will be a single bracket round robin format. The 11 finalists plus the reigning 1996 Champion will comprise the field. The men will play best 3 of 5 legs (501, cricket, 501, cricket, diddlerís choice) and the women will play best 2 of 3 legs (501, cricket, diddlerís choice). HDA League Rules and Regulations will govern play.
Awards
Each finalist will receive a certificate outlining their achievement. The 1997 City Singles Champion will receive free entry to the singles events in the 1998 Bluebonnet and 1998 Houston Open, a shirt, and a trophy. The first runner-up will receive a free entry to the singles events of either the 1998 Bluebonnet or the 1998 Houston Open (playerís option) and a trophy. The second and third runner-ups will receive a plaque.
